The City of Zachary provides water, natural gas, sewer,and garbage collection services to residents and businesses. Please note that not every property receives all four services, and utility rates vary depending on whether the service address is located inside or outside the city limits.

Meter Reading

The City of Zachary is responsible for reading all water and natural gas meters. Meters are read monthly using an Automatic Meter Reading (AMR) system, which provides accurate, reliable readings while improving efficiency and reducing the time needed to collect meter data.

The AMR system transfers meter readings directly into the billing process, helping ensure accurate monthly utility bills. We encourage customers to become familiar with the location of their water meter and periodically monitor it. Doing so can help identify unusual water usage and detect potential leaks early.

Payment Options

Utility bills may be paid in several convenient ways:

• In Person: Visit the Utility Payment Office at 4650 Main Street.
• Online: Pay securely through the City of Zachary's online payment portal.

The City of Zachary partners with PayStar to provide secure online utility payments.

PayStar accepts:

A 3% processing fee applies to all credit cardtransactions processed through PayStar.

Water and Gas Service Charges and Fees

The following charges and fees apply to City of Zachary water and gas utility services:

Service and Billing Fees

• New Service Processing Fee: $15.00 one-time fee when establishing new utility service.
• Non-Payment Fee: 10% of the monthly billed amount, applied one day after the due date, plus a $25.00 late fee if payment is not received within eight days of the due date.
• Technology Fee: $2.00 monthly fee for all residential and commercial water and gas customers.
• NSF Fee: $35.00 for each check returned to the City due to insufficient funds.
• Credit Card Convenience Fee: The actual fee charged by the third-party payment processor will be assessed for each credit card transaction.
• Credit Card Chargeback Fee:The actual fee charged by the third-party payment processor will be assessed for disputed or charged-back transactions.

Reconnection Fees

Effective October 12, 2026:

• Regular Reconnection: $50.00
• After-Hours/Weekend Reconnection: $75.00 when service is reconnected after business hours or on weekends following disconnection for non-payment, failure to make a required deposit, or fraudulent use. This fee is in addition to any applicable non-payment fee.

Reconnection Procedures

For water and gas services disconnected due tonon-payment:

• Payments received before 3:00 p.m. on a regular business day will be scheduled for reconnection the next business day.
• The customer must be present and available to meet the City technician at the property for reconnection of water and/or gas service.
• Applicable meter tampering or meter damage charges may be assessed.
• Customers who are on the cut-off or disconnected list and make a payment online will not be reconnected until the following workday.

Water and Gas Tampering Fees

Tampering fees are determined by the MeterDepartment based on the level of tampering or damage:

• Level 1 –$50.00: Removal of a locking device or similar tampering.
• Level 2 –$150.00: Damage to valves, meter boxes, City piping, or similar equipment.
• Level 3 – $300.00: Use of a jumper device, stolen meter or regulator, damage to meter transmitters, or similar violations.
• Level 4 - Involving Police and/or City Court. Charges will include the cost of labor and materials to replace damaged equipment, applicable court costs, and other related expenses.

All tampering levels are determined solely by the City of Zachary Meter Department.

Senior Utility Assistance Program

The City of Zachary offers a Senior Utility Assistance program. The rate reduction is available to certain seniors within the corporate limits of the City of Zachary who meet the qualifications.  To be eligible for the discount, applicants must have an active City of Zachary water/garbage account for their residence, and an individual water meter in their name or spouse’s name. The discount will not include sewer fees, late charges, interest, or other associated fees.  

Applicants will be asked to sign an affidavit stating they meet the qualifications for the Senior Utility Assistance Program.  Eligibility must be established every three years.  To maintain eligibility, customers must sign a new application on or before the date of the previous application.  The City of Zachary and its employees may audit to verify net annual income for the entire household associated with the account at any time during the existence of the reduced account relationship.  Falsifying information or failing to notify a change in eligibility status may lead to termination of water service and recovery of past discounts.

Qualification for  (36 month) application includes:

Applicants must be 65 years of age or older on or before January 31st of the year of filing the application for exemption.  

Net annual income for the most recent year end for the entire household associated with the account is less than $36,000 dollars.
