Clerk of Council
Part Time
Minimum Starting Annual Salary: $18,000
Position Summary
The Clerk of the City Council serves as the official administrative officer and recordkeeper for the legislative branch of the City. The position is responsible for maintaining official council records, coordinating legislative processes, providing procedural and research support to councilmembers, and ensuring compliance with applicable laws including the Louisiana Open Meetings Law, Public Records Act, and municipal charter provisions.
Essential Duties and Responsibilities
Council Meeting Administration
- Prepare, post, and distribute meeting agendas, notices, and packets in accordance with the Open Meetings Law and City of Zachary Code of Ordinances. Ensure public meetings are noticed on the City of Zachary website calendar.
- Record, transcribe, and maintain accurate minutes of all council meetings, workshops, and hearings.
- Track legislative actions, motions, ordinances, resolutions, and amendments for accuracy and completeness.
- Assist the presiding officer and members with parliamentary procedure and procedural compliance during meetings.
- Certify the passage of ordinances and resolutions and ensure publication and codification in accordance with law.
Legislative and Records Management
- Maintain the official journal of the City Council, including minutes, ordinances, resolutions, and other legislative documents.
- Authenticate and attest official council documents, signatures, and certifications.
- Ensure timely filing of ordinances, resolutions, and contracts with the appropriate state or parish entities.
- Develop and maintain an electronic and physical filing system for legislative and public records.
- Respond to public records requests related to the City Council in compliance with R.S. 44:1 et seq.
Support to Councilmembers
- Serve as liaison between the council and city administration, departments, and the public.
- Conduct legislative research and provide background materials to council members as requested.
- Draft correspondence, proclamations, and ceremonial resolutions on behalf of the council.
- Assist with scheduling, travel arrangements, and administrative support for council activities.
Legal and Compliance Functions
- Ensure compliance with state statutes, city charter, and local ordinances governing legislative procedures.
- Coordinate with the City Attorney to review procedural sufficiency of council actions and documents.
Public Communication and Outreach
- Serve as point of contact for the public regarding council proceedings, agendas, and records.
- Manage council webpage or digital portal content to ensure current and accurate information.
- Facilitate civic engagement initiatives such as public comment registration and accessibility compliance.
Knowledge, Skills, and Abilities
- Strong understanding of Louisiana municipal law, the Open Meetings Law, and Public Records Act.
- Knowledge of parliamentary procedure (Robert’s Rules of Order).
- Exceptional written and verbal communication skills.
- Ability to maintain confidentiality and exercise discretion.
- Proficiency with Microsoft Office Suite, agenda management and document retention systems.
- Strong organizational skills and attention to detail.
Education and Experience
- Minimum of 3–5 years of experience in public administration, municipal government, or legislative support.
- Certification as a Certified Municipal Clerk (CMC) or eligibility to obtain within 3 years preferred.
Working Conditions
- Primarily office-based with evening work required for regular and special council meetings.
- Attendance at public hearings, workshops, and community events as necessary.

Planning and Zoning Director
Position Overview
The Planning and Zoning Director is responsible for overseeing the City’s comprehensive planning, land use, and zoning functions. This role ensures that growth and development align with community goals, applicable laws, and adopted plans. The Director provides professional leadership, technical expertise, and strategic guidance to staff, elected officials, boards, developers, and the public.
Key Responsibilities
- Direct and manage all planning, zoning, code enforcement, and land use activities.
- Develop, update, and implement the comprehensive plan, zoning ordinances, subdivision regulations, and related policies.
- Provide staff support and professional recommendations to the Planning Commission and City Council.
- Review development applications, rezoning requests, variances, special use permits, and site plans for compliance with local regulations.
- Prepare and present reports, maps, and data analysis to boards, commissions, and City Council.
- Supervise, mentor, and evaluate departmental staff; manage department budget and resources.
- Serve as the primary point of contact for developers, property owners, and residents regarding zoning and land use inquiries.
- Ensure compliance with state and federal planning and zoning laws.
- Lead community engagement initiatives and public meetings related to planning and zoning issues
Qualifications
- Bachelor's degree in Urban Planning, Public Administration, Geography, or related field.
- Minimum 3-5 years of progressively responsible planning and zoning experience, including supervisory or management roles.
- In-depth knowledge of land use law, zoning principles, and community development practices.
- Strong leadership, communication, and interpersonal skills.
- Ability to interpret and apply zoning codes, regulations, and ordinances.
- Proficiency in GIS, planning software, and Microsoft Office Suite
